En effet, ce dernier permet aux Collectivit\u00e9s territoriales d\u00e9centralis\u00e9es de g\u00e9n\u00e9rer et de g\u00e9rer leurs propres ressources financi\u00e8res, ce qui renforce l&rsquo;autonomie fiscale et r\u00e9duit la d\u00e9pendance vis-\u00e0-vis des transferts du gouvernement central. Au Cameroun, malgr\u00e9 les efforts constitutionnels et l\u00e9gislatifs visant \u00e0 d\u00e9centraliser la gouvernance \u2013 surtout par le biais de la Constitution de 1996 et la Loi n\u00b0 2019\/024 \u2013 de nombreuses CTD continuent de d\u00e9pendre fortement du financement de l&rsquo;\u00c9tat, ce qui entrave leur potentiel de d\u00e9veloppement. Cette \u00e9tude vise \u00e0 \u00e9valuer le r\u00f4le de l&rsquo;autofinancement en tant que catalyseur du d\u00e9veloppement \u00e9conomique local, en utilisant l&rsquo;Assembl\u00e9e R\u00e9gionale du Nord-Ouest (ARNO) comme \u00e9tude de cas. La recherche, qui emploie des m\u00e9thodes mixtes, int\u00e8gre \u00e0 la fois des approches quantitatives et qualitatives. Les donn\u00e9es ont \u00e9t\u00e9 collect\u00e9es par le biais de questionnaires, d&rsquo;entretiens et de documents financiers, puis analys\u00e9es \u00e0 l&rsquo;aide du logiciel SPSS. Les indicateurs cl\u00e9s utilis\u00e9s pour mesurer l&rsquo;autofinancement sont l&rsquo;augmentation des flux de recettes et la r\u00e9duction des d\u00e9penses, tandis que le d\u00e9veloppement \u00e9conomique local a \u00e9t\u00e9 \u00e9valu\u00e9 \u00e0 travers l&rsquo;am\u00e9lioration des infrastructures et de la prestation de services. Les r\u00e9sultats r\u00e9v\u00e8lent que m\u00eame s&rsquo;il existe des cadres juridiques pour soutenir l&rsquo;autofinancement, leur mise en \u0153uvre reste faible. Les CTD ne se servent pas suffisamment des m\u00e9canismes tels que la fiscalit\u00e9 locale, les redevances d&rsquo;utilisation et les partenariats public-priv\u00e9 (PPP), ce qui conduit \u00e0 une d\u00e9pendance financi\u00e8re continue et \u00e0 des inefficacit\u00e9s dans la prise en compte des priorit\u00e9s locales. L&rsquo;\u00e9tude conclut que le renforcement des strat\u00e9gies d&rsquo;autofinancement peut am\u00e9liorer significativement la prestation de services, l&rsquo;infrastructure et la r\u00e9silience \u00e9conomique locale en g\u00e9n\u00e9ral.
