Since Wednesday 2 April 2025, Councils of the North-West Region, through their UCCC branch, have been hosted at NASLA in Buea, as part of a capacity building workshop on Aligning with Performance-Based Budgeting.
The aim of this seminar has been to enhance the skills of Council workers on issues related to performance-based budgeting, as well as the new laws and regulations governing its drafting, preparation, and execution. Public action in the area of decentralization has undergone numerous developments in recent years, aimed at strengthening the capacities of Regional and Local Authorities (RLAs). The budgetary framework of RLAs has been enriched by significant regulatory advancements, notably Decree No. 2021/3353 of 17 June 2021 to establish the New Budgetary Nomenclature for RLAs, Law No. 2023/019 of 19
December 2023 relating to the Finance Law of the Republic of Cameroon for the 2024 financial year, Joint Circular Letter No. 0000025 of 3 October 2023 on the preparation of the RLA budget for the 2024 financial year, and the Circular of 5 January 2024 on the execution, monitoring, and control of RLA budgets, as well as the new version of the Sim_ba Software Package, which requires Councils to align with the new standards.
For three (03) days, seminar participants combined theory and practice under the guidance of highly reputed experts. Councils of the North-West Region have thus moved ahead of their counterparts in other councils in the country by acquiring the knowledge and tools need to manage their finances.
